Ed Bott at ZDNet believes that Vista with SP1 is now a good operating system once it’s configured correctly.
He has a series of articles on how he did just that:
Fixing Windows Vista, one machine at a time
Fixing Windows Vista, part 2: taming UAC
Fixing Windows Vista, part 3: top troubleshooting tools
Fixing Windows Vista, part 4: Get smart about services
Fixing Windows Vista, part 5: Faster, smarter search
He also has suggestions on tweaking Vista, and some of his ideas might help you:

Dear Ed,
The Vista Data Execution Prevention programma is prohibiting me from running Safari web browser. It is even blocking MS Windows updates from running. I tried to turn DEP services off but I am barred from changing the settings. I tried the therapy prescribed by Microsoft with regard to updating trouble shooting, but it does not help. Do you know what I can do?
Thanks for your efforts
Jack

Sorry, but it sounds like you need more expertise than I have. You might try one of the sites at http://computerhelpers.wordpress.com/#advice with this problem.
