The-Blueprints.com – Tutorials has this tutorial on how to import graphics to Google SketchUp to serve as the basis of whatever you want to work on.

For example: I imported a .jpg of a floorplan, then gave SketchUp one measurement for one line, and the entire floorplan was adjusted to fit.  (It may not be exact, but it’s close enough to keep the proportions reasonably accurate.)
